Developing a model on VISSIM where I can alter a vehicle's speed based on the traffic conditions. Could anyone help on how I can proceed with this?

I would like to know how I can develop a model on VISSIM where I can change a vehicle's speed based on road conditions, such as the congestion level ahead etc.
