If a patient had Atrial fibrillation and then developed heart failure, which strategy would be applied? Rate or rhythm control?

I read on some papers that rate control is done first for Atrial fibrillation, however if the symptoms gotten worse then rhythm control is initiated. But then some websites contradict that.
