For example, for a compound such as LiCo1/3Ni1/3Mn1/3O2, how do we quantitatively determine the oxidation states of the transition metals (how to analyze the XPS data)?

Why is it that CuO does not have multiplet states when there is one unpaired electron in Cu2+?

It is understood that there are no multiplet states in Cu or Cu+ because there is no unpaired electrons.
