Why an Auto-transformer makes huge noise under no Load ????

i have been working on 220/132KV 160 MVA auto-Transformer in 220 KV Grid station and i have observed that under no Load it makes huge noise as compared to under loaded condition why ??

How can we avoid false tripping of relays in 500 KV substation in foggy weather conditions. ????

In Pakistan currently we are facing black outs in many areas due to false tripping of relays caused by flash overs due to severe foggy weather in the areas. Your kind suggestions are most welcome.
