Can pearlite form (traces/locally) in an ultra-low carbon steel with a carbon percentage of <0.005%?

If the ultra-low carbon steel is held at high isothermal temperatures will it be possible to form pearlite? How can the formation of pearlite be confirmed other than morphological confirmation?
