Is there always "many more resources (machines, CPUs, etc) than active jobs" in data centers ?

I found this in a SIGCOMM but I doubt if it always holds. Does that mean  we do not face queueing of jobs waiting to be served in data centers?...

Are there some situations in cloud systems where non-preemptive scheduling is preferred over preemptive scheduling?

For example are there cases where data intensive computations, ... or security concerns make preemptive scheduling unfeasible?
