How to extract polysorbate 80 in tablet dosage form containing hypromellose/crosscarmellose and lactose?

I have tried to hydrolyze the polysorbate 80 in tablet using KOH, but i havent gotten the recovery yet. When I spike polysorbate 80 in placebo, the recovery still about 80-90%. What should I do?
