I am trying to prepare N-desmethyl tamoxifen from the tamoxifen treating with 1-chloroethyl chloroformate in N2, but reaction does not proceed. Why?

i am using dichlorethan (DCE) after drying with cacl2 and CaH2 beacause 1-chloroethyl chloroformate is moisture sensitive.
