Can anyone tell me the time taken by LED Lighting systems to reach their maximum operating temperature once switched on?

Hi , I would like to know the time taken by LED Lighting system to reach their maximum operating temperature( say 90 - 120 deg), Once they are switched on.

I am trying to replace the conventional heat sink in LED lighting system made up of aluminium or copper with thermoplastic materials?

I want to know how efficient the system would be? Is it feasible to have such a system?
