Does the presence or absence of carotid artery stenosis before ischemic stroke impact ability to regain motor functions after ischemic stroke?

I've seen that large vessel occlusion can be a stimulus for ipsilateral brain reorganization (10.1038/sj.jcbfm.9600274). Does this reorganization act to lessen the impact of a future ischemic stroke?
