Why does mechanical scratching occur at low velocity but not at high velocity In shearing deformation?

In the case of shearing deformation, R = 0.1m. v = 1mm/s (there is mechanical scratching) v = 10m/s  (there is no mechanical scratching) Why does this occur, and what is the difference?
