What is the interpretation of high IC50 with high Apoptosis ?

Drug 1 showed a high IC50 and high apoptosis . Drug 2 showed a low IC50 and low apoptosis . on HepG2 cell line ... I performed Annexin V double staining, Bcl2,Bax, Cytochrome C ,and Caspase 3....
