Can we clone 1.3 kb insert with end blunt end and other sticky end-- ligation - vector with one end sticky and other blunt end?

I have an insert and vector with one sticky end and other blunt end, It did work when insert size was small but at the time of large size fragment it didn't. Can anybody provide me solution?

Can restriction enzyme cut the sequence in 3' to 5' direction?

If the Restriction enzyme site is in reverse direction at 5' to 3' end, can enzyme cut that sequence?(RE sequence is in Dark) 5'-GATACCTTAAGGTCG-3' 3'-CTATGGAATTCCAGC-5'
