I have a good pcr product 400bp by there is a smear below that blocks view of downstream rflp bands later what could be the cause ?

Pcr mix is 25 ul Buffer 2.5ul/ ddh2o 17.95 / dntps 0.5ul/ primers 1ul each / taq 0.3 ul / mgcl2 0.75 ul Pcr termocyle 35 cycles 95 5min - 95- 30sec /61 30sec / 72 30sec / 72 7min
