Can I link the Ct value difference directly to the ratio of the number of transcripts?

For example, if I have Ct = 18 for GAPDH and Ct = 20 for the gene of interest, is it possible to conclude that there are 4 times more transcripts of GAPDH than transcripts of the gene of interest?
