What makes the ascorbic acid method of PO4 analysis go milky white? Instead of indicating PO4 with blue, it goes white with aqueous sample addition?

Waste polyamide/polyethylene composite film. Not post consumer but entire bolts of post industrial (never used). Why is this waste??
