Is it wise to run the ARCH(p) - GARCH(p,q) model, once the LM test for ARCH has failed to reject Null Hypothesis?

i.e. the time series does not have ARCH effect My experiment is leading to acceptance of Null Hypothesis,Making it difficult to proceed further.
