In a unit of two shell-and-tube heat exchangers(pre heater & evaporator), how I can model step change in flow rate in case of dynamic simulation?

Dynamic simulation of a unit consists of a two-phase shell-and-tube heat exchanger (evaporator) and a one-phase shell-and-tube heat exchanger (preheater) and connecting tubes between them.
