Can anyone say, if the winter oilseed rape cv. Tosca has the same genetic background like cv. Mendel?

I know that cv. Tosca was a line variety and had not yields comparable with other cultivars from the same breeding period. But why was the work not continue with the "Tosca resistance"? Thank you
