Does anybody know a rational explanation, which the EU imposes an import duty of 10.5 % on US cars, while the US only 2.5 % on EU cars?

Has it to do with the WTO rules and the most favoured nation status, or may be justified by high EU FDI in automotive industries? Or what else?
