Can the connections of input layer to hidden layer be changed selectively ? if yes than how it is possible in Matlab

I have a column vector [1; 0; 1; 0; 1; 1] according to this i wan to connect the inputs layer of Neural Network to Hidden layer. is it possible, how it can be done in Matlab
