Given a set of points in 3D, how to extract U and V parameters from it so that we can use it generate a NURBS surface?

NURBS are especially used in modeling of surfaces. But the data points collected from any surface will be in the cartesian (i.e. X,Y,Z)  coordinates. How to fit a NURBS surface for this datasets
