How to get our new Journal indexed in Pubmed, Scoupus?! What are the criteria need to be fulfilled to get a future impact factor for our Journal ?

To lunch a new scientific Journal in the Dental Research filed i need to get some technical advises to avoid any future problems that could delay or prevent our Journal indexing?
