In GR, can we always choose the local speed of light to be everywhere smaller that the coordinate speed of light? Can this be used in a theory?

It seems that many, if not all, solutions of Einstein's equations, such as black holes and grav. waves, can be given coordinates x\mu in such a way that the local speed of light is always slower...
