Is it possible to reduce gene expression using a short harpin RNA of 14 nucleotides?

The length of a short harpin RNA is normally between 18-21 nucleotides. I would like to reduce this using one shRNA simultaneously with the expression of 3 genes that share just 14 nucleotides....
