Should K12 teachers be allowed to teach math and science if their undergrad/grad does not have a scientific background?

I am trying to understand whether a person who did not attend the courses in math and science, should be able to teach such topics to the extend that she/he would know how to prepare the students....

How many children should be in a class and should we have mixed classes

I am looking for research done regarding the total number of children and whether mixed grade should be promoted. (i.e. 2-3, 3-4, 4-5) etc.
