I used a Likert scale to get perception of a staff category to assess service improvement. Can I use "t" test to analyze pre and post conditions ?

using the same questionnaire in pre and post and giving scores(1-5) to scale strongly disagree to strongly agree. Some say with Likert cant use parametric tests but some say possible?
