What covariables should be controlled in a moderation analyses, in a longitudinal study?

I am trying to study the moderator effect of moderator variables (at Time 1) in the relationship between an IV (at Time 1) and a DV (at Time 2). Should I considered DV at Time 1 as a covariable?
