Why is the mammalian neocortex 1.5 to 2.0 mm thick, regardless of the size of the animal?

Has anyone published serious ideas about why this might be so? I would guess perhaps to optimize access of neocortical neurons to large numbers of afferent axons, but this is only a guess.
