When resampling remotely sensed data, which is the best downscaling or upscaling? For instance do you go from 5m pixel to 1km or from 1km to 5m? Why?

For instance if you are using Rapid eye data 5m spatial resolution and Terraclim data 4km in a model, Do you resample to the pixel size of Rapid eye or to the 4km resolution of Terraclim?Please...
