Why NDVI values increased when surface reflectance data was scaled by 0.0000275 and offset value of -0.2?

In my case, it was increased from a range of -0.0966 and +0.541 for unscaled to -1.498 -0.898 for scaled surface reflectance data of combretum-Terminalia woodland
