If I have two scientific names published on the same date (and in the same publication), but they are the same species, which can I chose as valid?

Oreopanax pentlandianus and O. macrocephalus were published in 1861 in the same paper, but I think they are the same species. But don´t know if there is any criterion for selecting one of the two...
