Why low pressure during annealing in freeze-drying?

Hi all, I am new in freeze-drying but in many methods I have found that annealing is conducted under reduced pressure? Why? Does the low pressure favors the crystallization process?

is it possible that supersaturated solutions are formed with the shake flask method leading to errors in the quantification of the solubility?

if so how it is prevented? thanks in advance
