as we know the hydrogen atom consists of a core ( one notron and one proton) glued together by nuclear force and an rotating electron. the region with maximized probability of electron rotation is very far from the core, 10000 times of the radius of the core. as we know not excited atoms will not radiate, but any excitation will transfer the electron to a higher orbit and during the return-back, the atom will radiate.

the question is: for not excited electron, is there any electromagnetic radiation due to dipole-effect of atom, as the core with positive charge and rotating electron as negative charge?

Thank you
