As we know, there are different redevelopment patterns around the world ,but in one country ,even in one city ,there still are many kinds of patterns. Some urban villages choose to be redevoped under the instruct of government, while others choose to cooparate with developers or by themselves. So , what is the decided factors for an urban village when they choose the pattern? Is it effective or meaningful make a uniform decision-making mechanism to push the redevelopment of a city?
If the different political-administrative units you are comparing have indeed some degree of autonomy in their decision-making process, heterogeneity in redevelopment decisions is exactly what one would expect from that autonomous decision-making. If their decisions were all identical, now that would be odd and would require some explaining.

Secondly local leadership has a huge role to play for redevelopment. Thus every model is unique.
I think it's not very meaningful and efficient to impose one pattern on all redevelopments in a city. In a market economy, diversity in redevelopment patterns can induce a kind of competition among different patterns. That's going to enhance efficiency. Practically, many factors determine the pattern of redevelopment in a city. It's more appropriate to let people in those urban villages to choose the optimal pattern based on their social economic circumstances as well as location.

People on the ground actually knows much more about how to choose the best pattern for them than academic researchers. Of course, it is an interesting research question to analyze what factors determine the choice of those urban villages with regard to redevelopment pattern.
Well, redevelopment is also affected on what kind of community we want.
Gated community, low rise high rise. pedestrian city/village or what. a city of motorists? and what does the planning code say about the zone. when all these are put together you have a decision.
