Why do you suppose that nomadic people have been able to survive better in South Central Asia and Eastern Europe, where there exist ongoing conflicts than here in North America? do you think their lives will be like 50 or 100 years from now? Will the nomads still be moving their sheep and cattle down the road?
Well, if you're really asking why pastoralism never developed in N. America, Jared Diamond answered this in his, "Guns, Germs, and Steel": There were really no domestication-viable species in N. America, on par with the sheep and goats of the Middle-East. The various deer species were occasionally PENNED-UP by Native peoples; but since deer will not breed in captivity, they are not domesticable.
Now- If your question is rather, "Why are nomadic pastoralists not culturally tolerated in N. America?" (which is about more recent conditions), I suggest you look to the history of the American and Canadian frontiers, including the 'wars' between cattle people and sheep/goat people. The winners are clear- because it is THEIR image that the rest of us still hold for 'the West'.
According to current ethno-archeological and socio-geographical research nomadism should rather be considered an independent mode of culture practiced by inhabitants of the Old World dry belt. In response to ecological/natural and social/political conditions, they have developed an optimal form of safeguarding survival by using pasture animals and adopting a mobile way of life. Given the right conditions, nomadism—here termed a ‘socio-ecological mode of culture—was able to appear or disappear at any place and any time.
