why dc capacitor charge faster than it discharges? Can we control charging and discharging time?

Pandiyan's links are good. If you need asymmetric charge/discharge rime constants, consider using diodes and resistors in series with the capacitor to control the charge time constant or in parallel to control the discharge time constant
The equivalent series resistance (ESR) as well as the capacitance is differently influenced during charging and discharging. Hence, the time constant will be slightly differ for these cases. As Brian denoted you will have to tune the time constants by adding passive elements in series/parallel configuration.
It can be seen simply as time constants RxC issue: charging time constant and discharge time constant, where C is the constant Capacitance and R the equivalent series Resistance present in the charging circuit and in the discharging circuit respectively.
