Research paper is often given to more than one Reviewer for comments on the suitability of the research paper for possible publication by Journal. Sometimes such paper is sent to a person that is knowledgeable in the subject of research as well as the one that is not knowledgeable in the subject. The one that is not knowledgeable may give negative comments about the paper, while the one that is knowledgeable gives positive comments, but Journals often prefer the negative that may have come from the non knowledgeable reviewer for the final decision.
