What particle size? It would help if you can precipitate the particles inside a microemulsions to arrest growth and create a good monodispersed particle size. Then hydrothermally treat it to crystallise. If that doesnt form the right phase that calcine for the most limited time you can get away with.
You then need to characterise the surface using hansen parameters - you may get it into a designed solvent with no surfactant if small enough - and then match it to one of the ends of a specific surfactant.
To characterise and match the surfactant should take a technician about 3-4 days intermittent work.
