This is not a question with one answer. It will depend on many factors. Concrete blocks will be more economic in a developed country, if labour is counted. This will not be the case for a developing country. The strength will depend on the exact materials used.

Your question is like "Which one is more sweet, apple or pear?" You do not give the type of concrete, the type of earth, and many other factors which would influence the answer. Please reconsider, and try to be more precise, only then will you be able to get correct answers.
The concrete blocks are better, (strength and durability wise), since it is manufactured in a controlled conditions and its constituents are batched and chosen in a controlled conditions also. The variation in the mechanical properties is much less than that for the earth blocks due to the relative homogeneity of the constituents.
However, cost wise the earth blocks are better, since the raw materials and the labor costs are cheaper.
