These ideas are derived from published research articles and do not have wet lab results so far.
Some journals have an editorial section that accept (non-reviewed) articles, like this one for Science ("Perspectives" sounds fitting):

Also, technical societies like ACM SIGCOMM have magazines like CCR that feature editorial content:

Such articles are marked with:
"This article is an editorial note submitted to CCR. It has NOT been peer reviewed. The author takes full responsibility for this article’s technical content."
They still filter their content of course, they will not accept "just" preliminary work. Without substantial evidence that the idea actually works it's really just opinion.
