I have worked with sumo+ns3 in the past although I used C-V2X for the network but I think you should be able to built it with 802.11p too. Here is the github link for a coupling: https://github.com/vodafone-chair/ns3-sumo-coupling

You can model Vanets and ITS using the Combination of NS3 and SuMO
