It strongly depends on what product features the producer wants to establish via such surveys. If there is some specific design utility the rct would be the preliminaty survey before trial-and-error. The second one can approve the real market response.
My response to this question is which approach would be more appropriate rather than which one will be more successful in developing an innovative product. It has been proven that much innovation emerges from trial and error but one must always leverage the cost involved in making the decision to select an approach.
