Situation: Someone will be listed as a coauthor of a manuscript. Weeks/Months/Years before the manuscript is going to be submitted, he accepted a new position in a new institute/lab/town.
Question: What affiliation should be mentioned? The affiliation at the time of submission or at the time of data generation?
I think, current affiliation would be right. Am I right? Is there a rule for these situations?

I agree with Edwin D. Lawson and Asma Mehan.. Logically, the work belongs to the institute where it has been done. Your current address should also be mentioned so that anybody interested in the article can contact you for reprint, or soft copy.

If you did not use any tools for producing your paper (equipments) that belong to your former institute, than your present institution can be your affiliation.
Redanz, Though it hardly makes any difference to any body, but ethically it is always advisable to mention the affiliation of the institute, where the study has been undertaken, no matter whether your received any direct or indirect assistance there or not. It's more about our obligation towards the institute we work with and at times feel proud of being affiliated to a particular institute.
@Avishag Gordon: Just a little question to think about - Did you use ressources of your former affiliation? Work space, salary, inspiring atmospere with your former colleagues.
There are many issues to contend with here. Primarily, the affiliation required is your current one. This is because it is a way of tracing the author or contributor and also establishing a communication link. Most publishers are very clear on this. ScholarOne Manuscript and Elsevier's ESS for example always advise that your personal data be updated in the event that you have moved (institution, country, state, department, etc).
@Birgid B. Schlindwein, Ramesh Pandita, etc. Affiliation is not primarily tied to resources used. After all, you have acknowledged your grantors, supervisors, technical and infrastructure support, editors and such likes. Another way to create a convergence is a brief author biography but where publishers make no provision for this, your most recent institution is what should be supplied because this is where the author is can be traced to.
