In the U.K. The Complete University Guide first appeared in 2007.
I only know that as early as in 2004 The Times Higher Education started to publish The THES - QS World University Rankings. Now it is known as QS World University Rankings.
But probably there were many rankings before, although not so complex.

Rankings are a fairly new concept (when considering how long Universities have been around). Given that, as most responses would suggest rankings became common in the 20th century.
