In the country where I currently operate, the equivalent of an Indian county is a commune as the primary unit of local government. Well, the key issue is the structure of revenues in the budget of a local government unit. The implementation of some local goals, including, for example, the provision of specific public goods and services to the inhabitants of the commune, which have been assigned to the commune, requires external funding from the central state budget. On the other hand, the commune has its own income, eg from the collection of local property taxes, real estate taxes, lease of public facilities, etc. Thus, the degree of economic independence of a local government unit is determined by a specific, legally constituted budget structure of a local government unit. In addition, the degree of independence of a local government unit in terms of politics is determined by the formula of the elections of local government authorities and the issue of independence of these authorities from the central government of the state. In view of the above, in order for a self-government unit to be self-sufficient in the agricultural sector, it should be able to decide on adopting local legal norms regarding the functioning and development of agriculture in its area. In addition, it should have a significant share of both income and expenses related to local agriculture in its budget. In addition, other factors are also important, which are already beyond the control of local government authorities, such as the climate zone, the specificity of the local climate and its changes, geographic topography, soil quality, etc. In addition, agricultural development may interfere with the policy of forestry, afforestation in connection with pro-ecological, environmental policy that can be coordinated by the central government of the state, etc. On the other hand, it may happen that for the effective development of entrepreneurship, e.g. in the agri-food industry, it is necessary to apply tax breaks, create free economic zones, etc. For such solutions to be feasible, it is usually necessary for a given commune to cooperate with the state's central authorities. A similar situation may apply to the implementation of a high-budget investment to be located in the area of a specific local government unit. For example, the construction of a power plant to generate electricity, construction of modern road, rail and other communication arteries, etc. In addition, the implementation of high-budget investments in the field of melioration, construction of rainwater reservoirs, construction of deep wells, which is particularly important in areas where there are frequent either droughts or floods, etc., there will be more and more such areas due to unfavorable climate changes, global warming process. An important issue is also the scope of possible cooperation between a local government unit and local business, including those operating in the agricultural sector and the agri-food industry, logistics of transport of agricultural produce, etc. The commune should be able to support the development of local business, e.g. by supporting the development of cooperatives farmers that run local granaries, mills, bakeries, agri-food processing plants producing local specialties, local, regional food products, including ecological regional food products. these products can be produced and offered by agritourism farms. The independence of a local government unit should therefore concern, inter alia, the possibility of effective and efficient support for the development of farms and agri-food processing enterprises operating in the area of a given local government unit, i.e. in the area of a county or commune.
