What should be the hierarchy of internal and external co-investigators in arranging their sequence?

I see sometimes quantum of contributions by external co-investigators are more in comparison to internal co-investigators but the internal co-investigators push the Principal Investigator to relegate the external co-investigators to.the margin. Sometimes they practically do nothing but wish that their names should appear straight after the Principal Investigators.
