For the above link, I have further questions to model lidar sensor in simulation.
I use the same energy equation .
Distance 0-100m, Transmit Energy - 100%, Aperture diameter - 105mm.
1) What are the minimum and maximum possible values for atmospheric co-efficient, system co-efficient and received energy?
2) What is the usual threshold value of energy to consider received signal to be eligible for processing?
3) How big is the change in pulse duration of the received pulse if send pulse has a duration of 10ns?
4) Is transmit energy value is same for all Lidar models?

I think there is error in formula.
1) The received power is 1/ (2*pi*R^2) or perhaps scattering steradian solid angle instead of 2*pi. (usually taken as 2*pi). Note that for spherical target it is 1/(4*pi)
2) incidence angle - the cos() dependence which is there is usually ignored (it depends on the nature of reflector and situation ) https://en.wikipedia.org/wiki/Lambertian_reflectance
3) in some cases with high coherence, you may need to consider effects of speckle statistics
