I think publication is key here than grades because PhD is known as the peak of an academic course work, therefore grades is not that of a necessity. Grades shows that you have successfully completed a coursework and gives you a chance to go to the next level, however in the case of PhD, grades only shows the successful completion of the program but publications proves that you are an expert in the subject matter.

Grades gives the an indication of ones academic ability and this is important to me. Publications though important does not give a person's academic ability because it is a collective exercise between the student, the professor, the source of information, lab work and many more.
