Combining both Landsat 7 and 8 can improve the revisit period from 16 days to 8 days. Although, 7 and 8 have different spatial resolution for the thermal bands, but they can work pretty well to identify urban heat islands or dense construction.

Freely maximum resolution thermal data is of 30 m of Landsat series of satellites. However, you can use the fusion technique to enhance the spatial resolution of the thermal data.
